Minutes: MPCA BOARD MEETING
Monday, December 5th, 2005

The Board of Directors of the MPCA met on Monday, December 5th,
2005 at Peter RoyÕs home. Present were Ann Adams, Judi Carr, Dimitri
Chernyshov, Darby Johnson, Don MacKinnon, Jeanne Ormrod, Peter Roy, Russ Simon
and Jim Fitzpatrick, presiding. Guests included Erin Surprenant of Great North
Property Management, our new property manager.
The meeting was called to order at 7:35 PM.
1. Minutes
of the November 7th, 2005 MPCA Board meeting:

Motion to approve minutes was made by Judi Carr, seconded by Darby
Johnson - approved unanimously.
2. TreasurerÕs
Report :
- Presented by Don MacKinnon
- Updated financials through 11/30/05
were reviewed. Year-to Date MPCA Operating Expenses and Water System Operating
Expenses are continuing to run under budget.
- As approved at last monthÕs
Board meeting, the Capital Reserve portion of the MPCA annual fees,
$27,000, was moved to the Capital Reserves from the Checking Account. The
Capital Reserve Account is interest bearing.
- As approved at last monthÕs
Board meeting, an interest bearing MPCA Operating Savings Account was
opened and funded with $60,000 from the Checking Account. Money will be
transferred from the Operating Savings Account back to the Checking Account
throughout the year to pay for operating expenses as they are incurred.
- Next month the reporting for
the MPCA regular operating expenses and the Water System operating
expenses will be combined to reflect Total MPCA Operating Expenses. The
MPCA and Water Systems Checking Accounts will be consolidated into one
account, for administrative simplicity.
3. Committee
Reports
Water Systems Committee
- Presented by Jim Fitzpatrick.
- The Water Systems Committee,
with the approval of the MPCA Board and the Town of Newmarket partially
drained the pond (14 inches) to test the pondÕs recovery rate. It took 14
hours to drain the 14 inches and about 8 days to recover. Many thanks to
Dimitri Chernyshov, whose acrobatics in reaching the drain pipe, ably
supported by Jim Fitzpatrick and John Badger, saved the Association a
$3,000 expense. The WSC will draw down and measure recovery rates several
more times, so we can develop an accurate base line under various weather
and seasonal conditions.
- Based on calculations, each
inch of water is estimated to be about 25,000 thousand gallons, roughly
equivalent to the water used each day for irrigation during irrigation
season.
Environmental Committee:
- Presented by Jeanne Ormrod.
- Invasive removal and pruning
were done at both the Lift Station and the entrance to the Dumpster area.
In the Spring, the EC will be re-planting around the Lift Station.
Community Life Committee:
- Presented by Darby Johnson.
- The Holiday Party (the Winter
Quarterly Moody Point Get Together) is planned for Saturday, December 10th
at the BouthotÕs (122 Cushing Road), starting at 5 PM. Attendees are
asked to bring Hors dÕoeuvres and beverages to share and non-perishable
goods to be donated to people in need.
4. MPCA
Managers Report:
- Presented by Erin Surprenant.
- The Trail Bridge has been
repaired at a cost of $150.
- The roofs of the Screenhouse,
Lift Station and Pump Station will be inspected for repair, maintenance or
replacement next Spring.
- It was agreed, as a
convenience to all, that the MPCA would arrange for curbside pick-up and
disposal of Christmas Trees for all residents on January 3rd,
2006. If you choose to dispose
of your Christmas trees on any other date, you will need to bring them
directly to the Town Dump. Christmas trees must not be left in the MPCA
Dumpster area.
5. Drainage
& Wetlands Update
- As an update to the emails
sent by Jim Fitzpatrick to the members over the past month on Wetlands
building permits and drainage plans, a site walk of the Wetlands lots occurred
as planned on December 3rd and was attended by the Newmarket
Conservation Commission members, Walter Cheney, New Hampshire Soils and an
engineering firm hired by the Moody Point Company. It was also attended
by Jim Fitzpatrick, Russ Simon and several other residents. We were
informed by the Commission that their next meeting would be on December 22nd
at 7 PM at Town Hall to review the applications and that they would be
willing to move the meeting to a larger room at Town Hall, assuming there
would be a large group attending from Moody Point.
- In a review of Moody Point
documents in boxes passed-down from previous Board Presidents, Jim
Fitzpatrick recently came across two of particular interest: 1) a copy of
The Final Site Plan submitted to the Newmarket Planning Board and 2)
a copy of the Drainage and Erosion Control Plan for Moody Point by Kimball
Chase Company - Civil & Environmental Engineers of
Portsmouth. We have made copies of these documents and
provided one to the Town in pursuit of our ongoing Administrative
process in working with them to improve drainage here on Moody
Point. The Conservation Commission was notified of the discovery of
the Drainage Plan and a copy was provided to DES, as well.
6. MPCA
By-Laws Ð Review of Revised Draft
- The Board continued and completed
its initial review of the proposed revisions to the MPCA By-Laws proposed
by the By-Laws Revision Committee. In addition, an additional section,
better defining the powers of the MPCA Board was reviewed. Jeanne Ormrod
will be compiling the results of this initial review for the Board and the
By-Laws Committee to discuss. Once this final review is completed, the
Board will determine next steps in bringing the recommended changes to the
membership.
7. Moody
Point Website
- The new Moody Point Website is
alive and well (many thanks to Lyn Rodgers for re-design & update).
In order to increase the value of the Website, we would appreciate it if
each MPCA Committee Chairperson and local Association President would
review the site and update out of date information on members, etc Ð some
of the info is several years old!!

The Board Meeting was
adjourned at 10:10 PM.
The Next Regular MPCA Board
Meeting will be held at Judi CarrÕs home on Monday, January 9th at
7:30 PM.
