Minutes: MPCA BOARD MEETING
Monday, December 3rd, 2007
7:30 PM
The Board of Directors of the
MPCA met on Monday, December 3rd at Dick Ormrod’s home. Present were
Dave Contarino, Don MacKinnon, Cari Moorhead, Dick Ormrod, Peter Roy, Russ
Simon and Jim Fitzpatrick, presiding.
The meeting was called to
order at 7:30 PM.
1. Minutes of the November 5th, 2007 MPCA
Board meeting:
- Motion to approve the minutes was made by Peter
Roy, seconded by Dick Ormrod - approved unanimously.
2.
Treasurer’s Report
- Presented by Don MacKinnon
- Year to date expenses were running as planned
(about $14,000 under the annualized budget). The majority of our budgeted discretionary expenses are
spent in the spring and summer, as we defer our discretionary spending on
projects until that time to ensure we have the necessary funds to handle
any emergencies during the fall and winter. Emergencies would usually be related to the Water
System or Sewer System, but could arise in other areas.
- Day’s Landscaping charged the MPCA $700 for
shutting off the irrigation well located on the Ridge for the season. This irrigation well, which
services a number of Ridge homes, is part of our Water System and reduces
our use of potable water for irrigation for all of Moody Point. The overall irrigation water
turn-on and turn-off process by Day’s is being reviewed by the WSG with a
goal to reduce the complexity and cost of the process by this coming
spring.
3. Committee Reports
Water Systems Committee
- Presented by Jim Fitzpatrick.
- Leaks have been repaired in our high pressure
pumps and additional comptrollers will be added to these tanks to reduce
wear and tear at a cost of less than $2000.
- The new water monitoring system’s implementation
has been delayed until the new comptrollers have been installed.
- The MPCA and WSG received DES’s Sanitary Survey
report and results from their in depth inspection on November 7th. There were no significant
deficiencies noted and one minor deficiency (need for a capped filler pipe
to accommodate potential water delivery by tank truck) which will be
addressed by the WSG.
Environmental Committee:
- Presented by Jim Fitzpatrick
- On November 28th a site walk of Lot
#4, to review current status of the maintenance, was completed by
DES. Attending were David
Price from DES Shoreline Protection, Dan Vincent, Newmarket Code
Enforcement Officer, Earl Chase from West Environmental and from the MPCA,
Trish Simon – EC Chair, Russ Simon – MPCA Board, John Badger and Pat
Gardner. We expect a
follow-up report will be issued on the results of the site walk by DES.
- The updated EC Mission Statement, approved by the
MPCA Board, will be distributed to all members by Jim Fitzpatrick in
December.
- The EC continues to review the upcoming changes
in the Shoreline Protection Act, will attend DES classes during the winter
and will keep the MPCA Board and Community updated on the changes and
impact on our current maintenance program.
Community Life Committee:
- Presented by Cari Moorhead
- The Holiday Party (the next Quarterly Moody
Point Get Together) is planned for December 8th at the
Bouthot’s (122 Cushing) from 5 PM to 9 PM. Attendees are asked to bring an appetizer, main dish or
dessert to share.
- The Friday night BYO’s at the screenhouse have
ended for the year in October, but will return in January through March
hosted in various members’ homes.
The first Winter BYO will be hosted by John & Lynn Badger on
January 4th from 5 to 7 PM at 508 Cushing Road. The remainder of the Winter BYO
schedule and hosts will be published shortly. The rules:
bring your own food and drink for yourselves and/or to share – the
hosts provide the location only.
- A neighborhood-wide celebration with Carrie &
Cyn will be held at Gisela’s (141 Cushing Rd.) at 7:00 PM on January 12th.
- The remaining schedule for Timely Topics is being
worked on and should be distributed to members shortly.
Drainage Issue Report and
Update
- Presented by Russ Simon.
- Awaiting DES’s issuance of a
Letter of Deficiency to the Moody Point Company. We have been informed that it should be issued by year
end 2007.
- The Board also discussed whether
there was a need for a more formal response to Cheney’s prior conditional
offers which had been rejected or to make any counter offer. The Board decision was no on both
counts, which was supported by advice of legal counsel.
Fire Pond Dredging Committee
- Presented by Peter Roy
- The Committee is awaiting the final
survey results by NH Soils (to delineate the existing wetlands in the
pasture area from west of the Fire Pond to the pump house in order to help
determine where we can spread the dredged material from the pond onsite)
before it completes the RFP and the required permits.
5. MPCA Managers Report:
- Presented by Jim Fitzpatrick
- The winter barrier at the end of the stationary
dock will be installed in December.
6. Other Business
The Board Meeting was
adjourned at 8:17 PM.
The next regular MPCA Board
Meeting will be held at Dave Contarino’s home on Monday, January 7th,
2008 starting at 7:30 PM.
