Minutes: MPCA BOARD MEETING
Monday, November 7th, 2005
7:30 PM
The Board of Directors of the MPCA met on Monday, November 7th,
2005 at Jeanne OrmrodÕs home. Present were Judi Carr, Darby Johnson, Don
MacKinnon, Jeanne Ormrod, Peter Roy, Russ Simon and Jim Fitzpatrick, presiding.
Ann Adams and Dimitri Chernyshov were excused. Guests included Erin
Surprenant of Great North Property Management, our new property manager. Erin
Surprenant replaced MJ Searfoorce, who moved to Florida with her husband whose job
was re-located. Many thanks to MJ for her years of service to the MPCA. And
welcome to Erin, who has quickly transitioned to her new job and begun to make
meaningful contributions.
The meeting was called to order at 7:30 PM.
1. Minutes
of the October 3rd, 2005 MPCA Board meeting:

Motion to approve minutes was made by Judi Carr, seconded by Jim
Fitzpatrick - approved unanimously.
2. TreasurerÕs
Report :
- Presented by Don MacKinnon
- Updated financials through
10/31/05 were reviewed. For the 1st Fiscal Quarter MPCA
Operating Expenses and Water System Operating Expenses were running
slightly under budget, approximately $1400 and $1000, respectively.
- Motion made by Don MacKinnon,
seconded by Jim Fitzpatrick to move $27,000, the Capital Reserve
assessment portion of the annual MPCA dues, from the Operating account to
the Capital Reserve account as planned. The motion was unanimously
approved.
- Motion made by Russ Simon,
seconded by Darby Johnson to authorize Great North and Don MacKinnon to
open an Operating Savings account for the MPCA and to transfer $60,000
from the MPCAÕs Operating Checking account (non-interest bearing) to the
new Operating Savings account (interest bearing) in order to improve our
money management and begin to gain interest earnings on our current unused
Operating funds. The motion was unanimously approved.

Explanation: MPCA dues are collected annually in the beginning of
the fiscal year and are used to pay for our operating expenses throughout the
year. By moving most of the current unused funds to an Operating Savings
account at the beginning of the fiscal year, we will be gaining interest on our
Operating funds until we need to use them during the year. The Operating
Savings account and anticipated expenses will be reviewed monthly and money
will be transferred from the Savings account back to the checking account, as
needed, to pay expenses throughout the year.
3. Committee
Reports
Water Systems Committee
- Presented by Jim Fitzpatrick.
- The Water Systems Committee,
with the approval of the MPCA Board, terminated the water systems
irrigation expansion study with Eckman Engineering due to incomplete work
and numerous missed deadlines. Eckman has been fully paid for the work
completed.
- Work will continue on
expanding the irrigation supply as we work through resolving the drainage
issues at Moody Point and developing an overall Drainage Plan for our
current build-out and future building plans.
- As part of the coordinated
efforts to resolve drainage issues and expand irrigation water capacity,
several actions related to the current state of the Fire Pond are
required. The first was to roughly estimate the current Fire Pond water
capacity. This was accomplished recently by John ÒMark TwainÓ Badger, via
kayak and Russ ÒRecording SecretaryÓ Simon as over 30 different depth
mapping measurements were made of the Fire Pond. The depth mapping
results were then provided to Dimitri ÒNumbersÓ Chernyshov, who then
calculated the current capacity at approximately 1,500,000 gallons.
Apparently, well in excess of our fire related needs.
- The next step, working with
the town, will be to partially drain the Fire Pond so we can measure the
Fire PondÕs recovery rate (how quickly does the pond refill). This
information is critical for our planning process going forward and we hope
that this will be accomplished in the next month.
Environmental Committee:
- Presented by Jeanne Ormrod.
- Working with Great North on
making repairs to the wooden trail bridge with Board authorization to
spend up to $500.
- Letters urging the Town of
Newmarket to reactivate the budget for regular mosquito spraying in the
Moody Point area have been sent to the Town Administrator, Town Council
and Town Budget Committee by Jim Fitzpatrick, MPCA President and Russ
Simon, MPCA Secretary and Waterfront President. We urge the Presidents of
the other associations to do the same and notify the MPCA Board. We also
expect to begin to attend Town of Newmarket Budget Committee meetings when
they start in January to urge the return of a budgeted regular spraying
program.
- The EC is working on gaining
the necessary approvals to remove the Russian Olive invasives from around
the Lift Station area on the trail.
- The Fall cutting of Lot #4 has
been completed.
Community Life Committee:
- Presented by Darby Johnson.
- Thanks to all who participated
in the successful Fall community trail and shoreline clean-up, with
special thanks to Andra Crawford for organizing.
- The Holiday Party (the Winter
Quarterly Moody Point Get Together) is planned for Saturday, December 10th
at the BouthotÕs (122 Cushing Road), starting at 5 PM. Attendees are
asked to bring Hors dÕoeuvres and beverages to share and canned goods to
be donated to people in need.
- CLC is developing the schedule
for this yearÕs Timely Topic series. To date, here are the specific
events, with more to follow:
- January 22 - Sukey Stafford,
speaker on global warming accompanied by
UNH scientist/engineer. Short, power point presentation - followed by
discussion.
- March 26 - Sylvia Getchell,
curator (just retired after almost 40
years!) Newmarket Historical Society - stay tuned for more details.
4. MPCA
Managers Report:
- Presented by Erin Surprenant.
- Days Landscaping has completed
the irrigation water shutdown and winterizing.
- Now that the new paving in the
Dumpster area has cured, the dumpsters have been moved to their permanent
location at the end of the paved area.
- Bollards have been placed on
Well #3 as requested.
- The floating dock and ramp
have been removed and stored for the Winter and a barricade has been
placed at the end of the stationary dock for safety.
- Noblin Study for MPCA Capital
needs: Erin was asked to have Noblin distribute the draft of the report
to all Board members to review for the next meeting, via email.
5. MPCA
By-Laws Ð Review of Revised Draft
- The Board began the meticulous
review of the proposed revisions (actually a complete re-write) to the
MPCA By-Laws proposed by the By-Laws Revision Committee. During this
first session about half of the proposed revision was reviewed, with a few
follow-up issues that need to be discussed further. The Board expects to
complete their initial review at their next regularly scheduled meeting
and to determine next steps.
6. Other
Business
Updating the Moody Point Website
- As mentioned previously, Lyn
Rodger, a new resident, has agreed to revamp and manage the Moody Point
Website. All Associations and Committees are urged to provide Lyn with
updated information and content to be included in the website.
Ridge Mailbox Pad
- An attempt to move the Ridge
mail box pad closer to the driveway was not successful. Other options to
improve access will be developed.
View Cutting request for Lot 5-1-12
- Limited view cutting, as
approved by the Board, was completed on this lot under the supervision of
Earl Chase.
No Roof Leak in Screen House
- The Screen House was looked at
during the recent heavy rains and no leaks were present.
Kayak Storage for the Winter
- Reminder - The Board has
agreed to allow kayaks again to be stored for this coming winter in the Screen
House, as long as each kayak is tagged with the ownerÕs name and that the
kayaks do not block the entrance to the Screen House. The kayaks cannot
be stored prior to November 1st, 2005 and must be removed by
May 1st, 2006.
Numbering of Waterfront Trail Entrances
- The numbering of the Trail
entrances has been completed
The Board Meeting was
adjourned at 10:45 PM.
The Next Regular MPCA Board
Meeting will be held at Peter RoyÕs home on Monday, December 5th at
7:30 PM.
