BOARD OF DIRECTORS MEETING MINUTES

The Board of Directors of the MPCA met Monday, August 4, 2003 at Adam Moore’s home. Present were Gary Marmontello, Adam Moore, Peg Regenbogen and Les Regenbogen, presiding.

The meeting was called to order at 7:12 p.m.

The minutes of the July 14, 2003 meeting were accepted.

Treasurer’s Report: In the absence of the treasurer, it was decided to hold another meeting within approximately two weeks mainly to review the proposed annual budget. Committee Reports:

Environmental Committee: Peg Regenbogen reported that the committee’s next meeting will be held on August 11, 2003. This month’s “Environmentally Speaking” (attached) is an educational explanation of our community’s associations and what each is responsible for by virtue of its ownership.

Community Life Committee: The committee submitted its recent minutes in lieu of a report to the board. Some key points were the maintenance of a current MP address list by Andra Crawford, a change in the Oktoberfest date to September 28, 2003, and the development of a survey form to be completed and returned at the annual meeting to further assist this committee in its functioning.

Gary Marmontello moved, Adam Moore seconded and the board passed that the telephone chain continue, remain the responsibility of the board secretary and be revised and distributed every October and April.

Web Site Committee: Les Regenbogen informed the board that the workings of the web site has been incorporated into the responsibilities of the Community Life Committee and therefore will be under its jurisdiction. It was further agreed to maintain the Moody Point web site for another year.

Water Systems Group: The committee had nothing to report tonight but will be ready with recommendations at the next scheduled board meeting.

Open Matters:

Action Update since last meeting: Les Regenbogen advised the board of the following actions since the July meeting:

• The board has received no response to the easement letters sent to the realtors and builders re: The Hill lots that fall within our wells’ Sanitary Protection Zone. Reminder letters have been sent to these lot owners with follow-up phone calls to follow if necessary.
• Great North reminded the board that the time has come to prepare annual tax returns now that the fiscal year has ended. The board requested that Great North arrange for an independent audit at this time.
• The C-COM/NOOA lab manager at UNH has surveyed our dock facility and plans to install the tidal gauge equipment this week.
• The Meadow homeowners held a meeting and selected Jim Fitzpatrick to be their representative to the MPCA board for the coming year. This came about at the request of the MPCA board in advance of the Meadow being at 75% of build-out.
• A meeting with Bob Blanchette has been scheduled for August 8, 2003 to review his MPCA contract figures.
• Les Regenbogen held a meeting with Lou Gargiulo, Great North Property Management, advising him of the MPCA board decision to go forward with GNPM for the next two years with a revised contract based upon the RFP developed by this board. This would be for the management of Lots 4 and 11, and all other responsibilities of the Moody Point Community Association. The Waterfront (Condo I) and Lubberland Creek Associations will remain under the management of Great North. The new contract will be effective September 1, 2003.

Annual Meeting Preparations: Discussion was held relative to:

• Agenda
• Committee Report presentations
• Search for new treasurer, possibly from newly established budget committee
• The meeting notice and proxy are to be sent out this week with the agenda and committee reports to follow mid-month

The next meeting will be held on either August 14, 2003 or August 18, 2003 at the Regenbogens’ home at 7:00 p.m.

There being no further business, the meeting was adjourned at 8:30 p.m.
