MOODY POINT COMMUNITY ASSOCIATION
BOARD OF DIRECTORS MEETING MINUTES
The Board of Directors of the MPCA met Monday, July 14, 2003 at Gary Marmontello’s home. Present were Dick Johnson, Gary Marmontello, Adam Moore, Peg Regenbogen, Gloria Singer and Les Regenbogen, presiding.
The meeting was called to order at 7:05 p.m.
The minutes of the June 2, 2003 meeting were accepted.
Treasurer’s Report: In the absence of Linda Edwards, treasurer, she asked Les Regenbogen to discuss with the board a recommendation to defer any special assessment until it can be presented at the annual meeting. Should this be approved, she recommended borrowing short term against the Water Usage Fees pending availability of funds following the annual meeting. Adam Moore moved, Gary Marmontello second and it was passed that treasurer be empowered to authorize borrowing against reserve funds or drawing reserve funds, whichever mechanism is determined to be the most appropriate, to be repaid by October 31, 2003. Linda passed on the suggestion that the Budget Committee as called for by MPCA by-laws be activated and comprised of the treasurers of the neighborhood associations.
Committee Reports:
Environmental Committee: Peg Regenbogen reported that at the committee’s July 14, 2003 meeting two topics were discussed that will need to be addressed by the MPCA Board:
Newmarket Public Works have installed approximately 30 new
greenhead boxes on Lubberland Creek and 24 boxes on the marsh on the south side
of Moody Point. A simple dock ladder
approved by the board in March 2002 has been installed. The Environmental
Committee and the MPCA Board extend their sincere thanks and appreciation to
Jerry Goddard for his construction and installation of this ladder. This month’s “Environmentally Speaking” (attached)
is a notice from the newspaper informing the public of a household
hazardous waste collection day (PLEASE
NOTE: you must pre-register by August
1) and also information about the State law and fines
regarding residential trash burning.
Community Life
Committee: The committee requested
the use of the screenhouse for their Oktobefest. This had to be denied because of the stated policy restricting
the use of our trails and screenhouse.
Water Systems Group: Les Regenbogen read from the WSG report prepared by Chuck Dennehy. The WSG has prepared a new RFP for operation of our water systems and is beginning to interview selected respondents. The WSG further recommended that one water system operator be used throughout Moody Point for all irrigation. Adam Moore moved, Gloria Singer seconded that the board implement a policy to require all water systems users to utilize the single MPCA board-selected irrigation contractor. After considerable discussion this motion was tabled to be brought up at a subsequent meeting. We continue to maintain our conservation program for Moody Point irrigation since the amount of water needed for irrigation during the recommended morning hours is more than our system can deliver at 100% irrigation levels. It was determined that the two salt signs on Cushing Road and the one sign on Eagle Drive were positioned and designed in keeping with NH State policies and requirements.

Committee: Les Regenbogen informed
the board that there was nothing new to report. He would like to find out how many residents are using the site
before committing to another year’s costs in our budget.
Open Matters:
Action Update since last meeting: Les Regenbogen advised the board of the following actions since the June meeting:
Screen/Dock railings: Great North has submitted a second bid for modifications and repairs for the screenhouse, its deck and railings and the ramp railings. The board was asked to look over the bids from K&T Construction and Northway Builders, Inc. and be prepared to discuss them at the August meeting.
Property Management: A special meeting of the MPCA Board will be held July 28, 2003 at 7:00 p.m. at Les and Peg Regenbogen’s home to address the subject of property management.
Other Business:
Annual Meeting preparations: The Newmarket Town Hall has been reserved for the September 6, 2003 MPCA annual meeting scheduled to begin at 10:00 a.m.
The next meeting will be held on August 4, 2003 at Adam Moore’s home at 7:00 p.m.
There being no further business, the meeting was adjourned at 9:45 p.m.
