Minutes: MPCA BOARD MEETING
Monday, March 3rd, 2008

The Board of Directors of the
MPCA met on Monday, March 3rd, at Peter Roy’s home. Present were Dave
Contarino, Cari Moorhead, Dick Ormrod, Peter Roy, Russ Simon and Jim
Fitzpatrick, presiding. Don MacKinnon was unable to attend. Guests included
Erin Surprenant, from Great North and Trish Simon and Lynn Badger from the
Environmental Committee.
The meeting was called to
order at 7:30 PM.
1. Minutes
of the February 4th, 2008 MPCA Board meeting:
- Motion to approve the minutes, was made by Peter
Roy, and seconded by Cari Moorhead - approved unanimously.
2. Treasurer’s Report
- Presented by Jim Fitzpatrick
- Year to date expenses were running as planned
(about $22,000 under the annualized budget).
- All current year, discretionary expenditure
projects for both the WSC and EC will be reviewed and decided upon by the MPCA
Board at the April 7th Board meeting.
3. Committee Reports
Water Systems Committee
- Presented by Jim Fitzpatrick.
- The Board was presented a recommendation by the
WSC to change Irrigation System Contractors (from Day’s Irrigation to
Piscataqua Landscaping) for 2008 and to have the entire irrigation system
annual turn-on and turn-off process managed by the WSC and the new vendor.
In addition, the WSC proposed that the Annual turn-on and turn-off process
be paid for entirely from annual MPCA member dues and not partially funded
from individual homeowners. This would only cover the annual turn-on and
turn-off process. Repairs to the individual home owners’ lines and
sprinkler heads would continue to be at the homeowners’ expense. The new
vendor, as part of its service, will identify necessary repairs for each
unit, if required. Member’s can have their repairs made by Piscataqua or
by a vendor of their choice, however, the individual unit owner’s
irrigation will not be turned on until sufficient repairs are made to
prevent the wasting of water. A motion was made by Dave Contarino,
seconded by Dick Ormrod to: Approve the recommendation of the WSC to
contract with the new vendor and manage the annual irrigation turn-on and
turn-off process and expenses for all members at the MPCA level. The
motion was approved unanimously.
- Various repairs and replacements of controller’s,
meter caps and pumps are in process and need to be completed prior to
installing the new Water Monitoring System. This maintenance should be
completed in the second half of March and the new monitoring system is
targeted to be installed during April.

Environmental Committee:
- EC members Trish Simon and Lynn Badger previewed
the planned April 12th Special Meeting presentation on the new
Shoreline Protection Act with Board. In addition, they updated the Board
on the formation and progress being made by the newly established MP4
Committee. The Purpose of MP4 Committee is: To provide guidelines for the
management of a healthy, safe and natural environment on MPCA common land
(Lot 4). To combine the wishes of individual residents with the overall
goals established by the Environmental Committee and the rules of the
Shoreline Protection Act.
- The Board thought the presentation, both on the
better understanding of the old law as well as the new law, was excellent
and asked the EC and MP4 to add a recommendation to the Board on fines to
members that should be established for illegal and unauthorized cutting on
MPCA common land. The Board felt that the fines should be both immediate
and significant in order to reinforce the seriousness of any violations. A
motion was made by Peter Roy, seconded by Cari Moorhead, to: Approve the
EC’s presentation and recommended policies and procedures for the Special
Meeting. The motion was unanimously approved.
Community Life Committee:
- Presented by Cari Moorhead
- Many thanks to the Sitkoff/Singer’s,
Moorhead/Wyman’s, Ormrod’s and Badger’s for hosting the four February Winter
BYOs. The support and attendance at these weekly social gatherings has
been excellent. The March BYO’s will be hosted by the Johnson/Remignanti’s
on March 7th, Kay McTigue on March 14th, the
Steventon’s on March 21st, and the Sokol’s on March 28th.
The April BYO’s are planned to be hosted by the Chernyshov’s on April 4th,
the Fitzpatrick’s on April 11th, Tom Treece on April 18th,
and AnnaLisa Gotschlich on April 25th.
- A neighborhood-wide celebration of Gisela von
Hanstein’s 80th Birthday, hosted by her family, and was held on
Sunday, February 24th at Gisela’s home at 141 Cushing Road. It
was an evening to remember with great food and company and an original
poem by Peg Goddard honoring Gisela and her life to date. Thanks to all in
the community for their joining in the celebration and helping to make it
a most memorable event.
- Many thanks to Tom Weisshaus, Timely Topics guest
speaker on February 10th and the discussion on his experiences
in Hungary during WWII and the Holocaust. Many thanks also to the
Chernyshov’s for hosting the event. Many thanks as well to Beth Heckman, Timely
Topics guest speaker on the Horseshoe Crab and Great Bay on March 9th
and to the host, Gisela von Hanstein. The next Timely Topic is scheduled
for April 20th at Gisela von Hanstein’s and will feature guest
speaker Ann
Beattie, who will discuss the four centuries of life on the Isles of
Shoals. Doors open at 6:45 - Presentation begins at 7:00 PM. In addition,
a Bird Walk with Andra Crawford and Dave Arnold is being planned for the
near future.
- The CLC discussed with the Board several ideas to
expand the use of the Moody Point website including providing information
on member business services and milestones, volunteer opportunities and
events of interest in the local/regional area. The Board was in favor of
providing expanded information and links for volunteer opportunities and
events and CLC will move forward on these ideas. The Board was not in
favor of using the website for business related activities of our members
as they were concerned about giving the impression that the MPCA is
endorsing certain businesses.
- Mark your calendars: The second running of the
Great Bay Half Marathon is scheduled for Sunday, April 6th and,
as last year, will wind its way through Moody Point. Volunteers to help
with the water station set up (around 10 AM on race day) and the “running”
of the water station during the event (around 1 PM to 3 PM) should contact
Lorelei Chernyshov or Debby Grubs. With many more of our MPCA members running
and walking in the event this year, our need for water station volunteers
is critically important. All MPCA members are invited to an “After the
Race Celebration” in the Chernyshov’s driveway, sponsored by the CLC. Grilled
Hot Dogs and buns will be provided. Please bring beverages and a picnic
finger-food to share.
Drainage Issue Report and
Update
- Presented by Russ Simon.
- Awaiting DES’s issuance of a Letter of Deficiency
to the Moody Point Company. We have been informed by DES that it should be
issued shortly, but has not been received yet.
Fire Pond
Dredging Committee
- Presented by Peter Roy
- The Committee continues to explore alternatives
for both the dredging of the fire pond and for disposing of the spoils, as
well as other fire protection alternatives. They reviewed their
presentation on the current options and combinations of solutions with the
Board planned for the Special Meeting on Saturday, April 12th.
The Board approved their planned presentation to the members for the
Special Meeting.
5. MPCA
Managers Report:
- Presented by Erin Surprenant
- The Board was informed that Great North has
converted to a new software system for Financials. There are some
conversion growing pains, but all should be rectified shortly.
- Great North is researching several insurance
issues for the Board including earthquake insurance and fire protection
insurance (in light of the Fire Pond Dredging project).
- Many thanks to Bob Blanchette and his crew for
the great snow removal service during this record breaking winter. Bob
Blanchette has asked the MPCA Board and other Moody Point Associations he
has contracted with for a fuel surcharge on the contracts due to the
unexpected increase in fuel costs since signing the new 3 year contracts. The
Board certainly understood the rationale for requesting a fuel surcharge
and has asked Erin and Russ Simon to discuss the issue with Blanchette and
make a recommendation to the Board and to the other Associations on how
best to structure and approach this request for Moody Point.
- Great North will send out the Notices for the
Special Meeting on April 12th consistent with the requirements
in our By-Laws.
6. Other Business
- MPCA Special Members Meeting on Saturday, April
12th: As a result of the requests for a Special Informational
Meeting of the Membership by both the EC and the Fire Pond Dredging
Committee, the Board has agreed to organize a Special Meeting on the
morning of Saturday, April 12th at 9:00AM in the basement
auditorium at Newmarket’s Town Hall [Coffee & Donuts will be available
starting at 8:30 AM]. The Meeting Agenda will include:
- A brief discussion of Newmarket emergency
response and Moody Point.
- A presentation, discussion and vote on funding a
cistern for fire protection.
- A presentation on the Comprehensive Shoreline
Protection Act of 2008 and how it relates to Moody Point.
The
Board urges you make time to attend this important meeting on Saturday morning,
April 12th. If other plans conflict, please make sure a neighbor has
your proxy for this meeting.
The Board Meeting was
adjourned at 9:40 PM.
The next regular MPCA Board
Meeting will be held at Russ Simon’s home on Monday, April 7th, 2008
starting at 7:30 PM.
