BOARD OF DIRECTORS MEETING MINUTES
The Board of Directors of the MPCA met on Monday, March 3, 2003 at Gloria Singer’s home. Present were Linda Edwards, Gary Marmontello, Adam Moore, Peg Regenbogen,
Gloria Singer, Pam Driscoll from Great North Property Management and Les Regenbogen, presiding.
The meeting was called to order at 7:05 p.m.
Since Roz Moore was unable to attend, Peg Regenbogen distributed the Environmental Committee’s presentation of the lawn, shrub and tree care program/history at Moody Point. Each association president is asked to read this material and address any questions regarding their contract to Roz Moore. The Environmental Committee still recommends the original care program and strongly recommends that each association adopt this.
The minutes of the February 3, 2003 meeting were accepted.
Treasurer’s Report: Linda Edwards again pointed out that the budgeted amounts for water and sewer expenses probably will not be sufficient through the fiscal year and further funds may be required to necessary repairs and improvements.
Committee Reports:
Community Life Committee: Linda Edwards informed the board that at their February 6th meeting, the committee planned a Moody Point cocktail party to be held March 8th at Gisela von Hanstein’s home. They are also working on what would be involved to install a covered, locked glass bulletin board and formalizing leadership of this committee. Their next meeting is scheduled for March 6, 2003 and Adam Moore will become the board liaison.
Web Site
Committee: Les Regenbogen reported
that the Moody Point web site now has several pages with up-to-date
information. Homeowners can access the
current MPCA minutes, minutes of some other neighborhood associations, or sign
up at the Community Life page for bridge, golf, investment club, wine tasting
or gardening. Homeowners are reminded
that they can access this site at www.moodypoint.org.
Water Systems Group: Les Regenbogen informed the board that the rebuild of the sewer pump is scheduled to be done in the next two weeks. He also reminded the board that at the last meeting, a motion was made and passed to spend up to $1000.00 to have the law firm of Pierce Atwood brief us on issues, particularly responsibilities and liabilities, relating to the “Sanitary Protection Zones” surrounding our well heads. Attorney Mark Beliveau has informed us that he has investigated the matter and determined that the MPCA needs to establish firm documentation relative to our position in this matter. Gloria Singer moved, Linda Edwards seconded and the board passed that we allocate additional monies required, up to $1000.00 beyond the amount previously approved, to finalize all of the documentation required to protect the “Sanitary Protection Zones” of our well field.
Open Matters:
Bill Bunting was unable to attend the meeting and sent a message, via Adam Moore, expressing his concerns relative to several issues.
Legal Representation: The board reopened discussion as to legal representation. It was agreed and all were in favor of continuing on an “as needed” basis, with the firm of Pierce Atwood LLC. A majority of the board shall be needed to approve any request for legal action.
Property Management Report: Pam Driscoll reported that our increased insurance allocation of $1800.00 has been waived. The board wishes to express its appreciation and thanks to Great North Property Management and our insurance agent, Hastings-Tapley for this savings.
Great North has held several meetings with Henry DeBoer of Epping Well & Pump. They now believe we have clarified many of the previous billing issues. However, this means that associations and homeowners will be billed for both last year’s spring irrigation turn-on and fall irrigation turn-off at the same time.
Policy Handbook: The board agreed to meet at 10:00 a.m. on March 24, 2003 at Adam Moore’s home to discuss and possibly finalize this handbook for all homeowners.
Other Business:
Screenhouse: The board reopened its discussion as to ultimate utilization and reconditioning of this structure and the costs that would be involved. This will be considered along with the motion made at the January 6, 2003 meeting relating to the possibility of modifying the guard rails at the screenhouse and dock areas.
Cat and Dog
Complaints: It has been brought to
the board’s attention that there are several dogs being walked off leashes and
cats roaming free within Moody Point.
The warranty deed for our common land, which we all signed upon
purchasing our properties, states, “…any
dogs, cats or other pets within the common areas of Lots 4 and 11 shall be kept
on a leash at all times that they are within these areas”. At the same time the covenants of
several associations also stipulate that pets be leashed and picked up
after. Each association is asked to re-emphasize
these regulations to their members.
Garbage: Les Regenbogen reminded the board that windy Mondays (recycle pickup days) creates vast amounts of papers and plastic bottles being blown all over the roads and properties. He requested the board presidents to remind each of their members to secure their recyclables.
Environmental Workshop: The Environmental Committee is holding a workshop for all Moody Point homeowners from 10:00 a.m. to 12:00 p.m. on March 29, 2003 at the Newmarket Town Hall. This workshop will cover two topics:
1. Education re pest control, e.g. mosquito spraying, West Nile virus, tick control and green head boxes, by Mike Morrison of Municipal Pest Management Services Inc.
2.
Lawn, tree, and shrub care and monitoring at Moody Point by
Herb Rice of Urban Tree Service.
With spring and pest season just around the corner, all homeowners are urged to attend.
The next meeting will be held on April 7, 2003 at Bill Bunting’s home at 7:00 p.m.
There being no further business, the meeting adjourned at 9:00 p.m.
