Minutes: MPCA BOARD MEETING
Monday, February 4th, 2008
7:30 PM
The Board of Directors of the
MPCA met on Monday, February 4th, at Jim Fitzpatrick’s home. Present
were Don MacKinnon, Cari Moorhead, Dick Ormrod, Peter Roy, Russ Simon and Jim
Fitzpatrick, presiding. Dave Contarino and Erin Suprenant were unable to
attend.
The meeting was called to
order at 7:35 PM.
1. Minutes
of the January 7th, 2008 MPCA Board meeting:
- Motion to approve the minutes, as corrected, was
made by Dick Ormrod, and seconded by Peter Roy - approved unanimously.
2. Treasurer’s Report
- Presented by Don MacKinnon
- Year to date expenses were running as planned
(about $20,000 under the annualized budget).
- Reporting of interest earned was confusing and
perhaps incorrect. Don will follow-up with Great North to clarify/correct.
- All current year, discretionary expenditure
projects for both the WSC and EC will be reviewed and decided upon by the MPCA
Board at the April 7th Board meeting.
3. Committee Reports
Water Systems Committee
- Presented by Jim Fitzpatrick.
- Various repairs and replacements of controller’s
and meter caps are in process and need to be completed prior to installing
the new Water Monitoring System. As a result, the new system is targeted
to be installed by April.
- The WSC is currently evaluating irrigation
contractors for the coming year. A decision on the irrigation vendor will
be made before the turn on date in 2008
.
Environmental Committee:
- Presented by Jim Fitzpatrick
- The EC continues to review the upcoming changes
in the Shoreline Protection Act and a number of EC members and others
attended a full day of presentations and training at DES headquarters in
Concord on January 16th. In addition to the training on the new
SPA, there were also discussions and information provided on Wetlands and
Alteration of Terrain by DES staff. All who attended felt it was very
worthwhile and made many new contacts within DES. The EC has requested the
MPCA Board to call for a Special Members Meeting sometime in April to
educate and review with all MPCA members the changes in the law and the
impacts that these changes can and will have on the maintenance of Lot #4
and our environmental plan.
- The MPCA did receive a follow-up letter from DES
on their site visit to Lot #4 on November 27, 2007. Jim Fitzpatrick, the
MPCA President, updated the members on the DES letter under a separate
community-wide email and also sent a response to DES.
Community Life Committee:
- Presented by Cari Moorhead
- Many thanks to the Marsh’s, Geremia’s, Quinlan’s
and Mills’ for hosting the last four Winter BYOs. The support and
attendance at these weekly social gatherings has been excellent. The
remainder of the Winter BYO schedule (every Friday evening) and hosts will
be published and updated under a separate announcement. The rules: bring
your own food and drink for yourselves and/or to share – the hosts provide
the location only.
- A neighborhood-wide celebration of Gisela von
Hanstein’s 80th Birthday is scheduled for Sunday, February 24th
at 141 Cushing Road at 5 PM. Champagne and hors d’oeuvres will be served. Black
Tie is Optional. An RSVP has been requested by February 17th.
- Many thanks to Mike Provost, Timely Topics guest
speaker on January 27th and his presentation on the History of
Newmarket and the Newmarket Manufacturing Company. The topic was of great
interest, especially in light of the potential renovation of the downtown
Mills area in Newmarket. Many thanks also to Gisela von Hanstein for
hosting the event. The remaining schedule for Timely Topics should be
distributed to members shortly under a separate announcement.
- Mark your calendars: The second running of the
Great Bay Half Marathon is scheduled for Sunday, April 6th and,
as last year, will wind its way through Moody Point. More info on the
event and our participation will follow.
Drainage Issue Report and
Update
- Presented by Russ Simon.
- Awaiting DES’s issuance of a
Letter of Deficiency to the Moody Point Company. We have been informed by
DES that it should be issued by year end 2007, but has not been received
yet. Our legal counsel has just sent a letter to Tom Burack, DES
Commissioner requesting another meeting with him and his staff to resolve
the issue.
Fire Pond Dredging Committee
- Presented by Peter Roy
- The Committee is exploring alternatives
for both the dredging of the fire pond and for disposing of the spoils. The
Committee has also requested a Special Informational Meeting of the
Membership to explain the issues, alternatives and costs to our members at
a Special meeting in April.

6. Other Business
- As a result of the requests for a Special
Informational Meeting of the Membership by both the EC and the Pond
Dredging Committee, the Board has agreed to organize a Special Meeting
on the morning of Saturday, April 12th at 9:00AM [Coffee & Donuts @ 8:30], to have
presentations by both Committees and Q&A on both of these issues.
- Appropriate Moody Point address signage,
confusing home address sequences and timely EMS services has become a
growing issue of concern in the community. Volunteers have already
initially met with both Newmarket’s Police Chief and Fire Chief to discuss
the issues and explore alternatives on how we can work together to improve
signage and location access. An MPCA Board Ad Hoc committee is being
formed to work on resolution and recommendations for the Moody Point
Community.
The Board Meeting was
adjourned at 9:43 PM.
The next regular MPCA Board
Meeting will be held at Peter Roy’s home on Monday, March 3rd, 2008 starting
at 7:30 PM.
