BOARD OF DIRECTORS MEETING MINUTES

 

The Board of Directors of the MPCA met on Monday, January 6, 2003 at Adam Moore’s home.  Present were Dick Johnson, Gary Marmontello, Adam Moore, Peg Regenbogen, and Les Regenbogen, presiding. Guests were Chuck Dennehy of the Water Systems Group, Debby Grubbs, Peg Goddard, and Roz Moore of the Environmental Committee.

 

The meeting was called to order at 7:05 p.m.

 

Diana Morgan, Hydrologist of the NHDES, gave a brief presentation on water conservation.

The board expressed its thanks for her time and efforts in attending.

 

The minutes of the December 2, 2003 meeting were accepted.

 

Treasurer’s Report:  In Linda Edward’s absence, Les Regenbogen reported that our accounts are in line with no extraordinary charges during the month and that the MPCA has received the $17,516 previously withheld water tie-in fees from AMB Custom Structures.  This amount has been deposited in our Vanguard Capital Reserve Water System Account.

 

Committee Reports:

Community Life Committee:  The first meeting of this group will be held on January 15, 2003.

Environmental Committee:  Peg Regenbogen reported that at the last meeting Roz Moore was elected Chairman.  The next meeting of this committee will be held on January 13, 2003.

Web Site Committee:  Prior to the meeting, Les Regenbogen had notified the board members that there would be a cost to establish and register the Moody Point site.  Discussion followed as to the amount and that it would come from the communication line item in our budget.  Gary Marmontello moved, Adam Moore seconded and the board passed that we approve the expenditure of up to $350.00 from the communication line item in the budget to allow the Web Site Committee to register the site and move forward.

     It was suggested that in order to keep information current, each association’s secretary and each committee chair provide information.

Water Systems Group:  Dick Johnson informed the board that all three well head meters have been calibrated, certified and reinstalled.  The next step they need to do is check the three check valves.  Dick Johnson moved, Adam Moore seconded and the board passed that we spend $500 out of the water maintenance expense funds to inspect the check valves to see if that is where the unaccounted water amount may be coming from.

     The subject was raised as to the cost and source of funds to add additional units to Ridge well #4.  This was deferred for future discussion with the Water Systems Group.

     The estimate for rebuilding of one of our two sewer pumps was discussed and also deferred to the Water Systems Group for their recommendation.

 

Open Matters:

Legal Representation:  The board has received the letter of engagement from the law firm of Sanders and McDermott, PLLC. Some board members objected to their rate structure and it was decided to expand the search prior to coming to a decision.

 

Building Code Requirements:  As reported in the minutes of the November 20th meeting, Dan Vincent, Newmarket code enforcement officer, said that the railings at the screenhouse and dock were in compliance with the building codes of 1987 and any modification or improvement would have to be done in compliance with current codes which could be very costly.  Adam Moore moved, Gary Marmontello seconded and the board passed that we should get a cost estimate and present this to the membership for a decision at the next annual meeting.

Policy Handbook:  There is nothing to report at this time.

 

Other Business:  The display of fireworks on New Year’s Eve was noticed and reported by several homeowners.  According to New Hampshire State law, this is illegal without permits from the state as well as the local municipality.  Great North was asked to apprise all homeowners of this law prior to the Fourth of July and New Year’s Eve.

 

The next regular meeting will be held on February 3, 2003 at the Regenbogens’ home at 7:00 p.m.

 

There being no further business, the meeting was adjourned at 9:35.
