The Ridge (Condo II) Board meeting Minutes

December 5, 2002

 

Present: Charlotte Adams, Linda Edwards, Dick Johnson, Gloria Singer, Tom Treece

 

Minutes. The minutes of the September 5 board meeting were approved, after two amendments: Add to the September 5 minutes: “The minutes of the July 15 meeting were approved.” A correction in the text: The MPCA acted to SUSPEND [not suspect] irrigation.

 

It appears that Pamela’s draft minutes for the annual meeting were never reviewed and sent to the membership, following the meeting in June. While minutes will not be approved until the next annual meeting, we will review the draft and arrange for it to be sent to all residents.

 

MPCA. The telephone tree for Moody Point has been updated by the MPCA. A final version will be sent to everyone in the MPCA after one or two final additions/corrections are made. The phone tree will permit timely communication when postal service would be too slow.

 

There will be an MPCA meeting on Saturday, December 14, at the Town Hall at 10 PM. The water system group will report the results of their work this fall. This report will be followed by an environmental presentation.

 

 Gloria will serve as the Ridge representative to the MPCA Board while Dick is away this winter, beginning with the Board meeting on January 6th.

 

Financial matters. Tom’s budget analysis was reviewed. A preliminary version of a model of reserve needs was also reviewed. The final version of the insurance bill for the year has not yet been received from St Paul We are being billed on last year’s basis, but the total for this year will apply to the entire year when it is received. Because there was some confusion in last year’s allocation among the various associations, the allocation for this year will be reviewed by the various condo associations before the end of the fiscal year. Other Issues related to allocation of condo fees were also discussed.

 

Ad Hoc Landscape group. The Landscape Task Force will provide a short written report of its work and their findings, for review and consideration of next steps.

 

Property related issues/resident concerns:

Dick investigated the problem of power for the clock for the irrigation system for one of the units and established that the outlet next to it is either not “live” or is controlled by the light sensor that turns off and on the outside lights. The property manager will be asked to arrange to have the outlet wired appropriately.

 

Dick has conferred with Epping Well to determine their needs to have access to the reservoir tank for the irrigation system. There have been differences of opinion on how the area should be “landscaped.”  In order to move the process forward, a nursery expert will be asked to indicate what the soil requirements are to support various alternatives. And Epping will be asked to confirm what it needs for access to the tank. This information may determine which proposed alternatives are actually possible to implement.

 

Sand and salt preferences and plans: Butch Gainer’s did considerable work and Charlotte Adams collected information regarding preferences for sand and sand/salt. But the resulting plan, particularly the variations in sand and salt mixes, are too complex for Blanchette’s crews to implement. Practical alternatives were discussed.

 

Snow removal. As agreed at the annual meeting, the current contract with Blanchette requires snow removal only when there has been 2 inches on the driveways at the Ridge. Concerns regarding adequate snow removal within those guidelines should be addressed to the property manager. We will remind residents that if they wish to arrange for snow removal services beyond those specified in the Ridge contract, this may be done with a private contract.
