The Ridge (Condo II) Board meeting Minutes
March 13, 2003

Minutes. The minutes of the December 5 board meeting were approved.
Community Life update.Linda reported that the Community Life Committee of the MPCA held its first social event Saturday, March 8. The committee announced their intention to have a summer picnic, an Octoberfest, and a holiday event during the coming year. Adam Moore will be MPCA board liaison to the committee.
The Moody Point web site is up and running. Log onto the site at http://www.moodypoint.org. The site includes information posted by the MPCA board, and the local associations, as well as information posted by the Water systems group, the environmental committee. At the Community Life section, there are sign up lists for activities like gardening and wine tasting.
MPCA update.Gloria has been attending MPCA meetings in Dick’s absence. The Water Systems group continues to work systematically through a process in an attempt to locate the “leak” in the water system. The board has discussed whether it is necessary or desirable to have a signed letter of agreement regarding legal services. For the time being no formal agreement seems necessary. The MPCA is reviewing a draft copy of a policy handbook. Other issues include: review of screen house uses, what to do about uncontrolled pets, the problem of residents and others who do not pooper-scoop after their dogs (and cats). There will be an MPCA workshop on March 29 from 10 until noon organized by the environmental committee, with information about fertilizing and weed control and about mosquito control.
Allocation of insurance among associations. Tom Treece, Treasurer of the Ridge, Valerie Shelton, Treasurer of Lubberland, Jane Marmontello, Treasurer of the Waterfront, and Linda Edwards, Treasurer of the MPCA, will meet on March 25 to review the “rating sheet” from our insurer to determine together both HOW the insurance should be allocated among associations and WHAT this year’s allocation will be. (In the future, our property manager can do the allocation based on the agreed upon process.)
Treasurer’s report. Tom presented his report. Budget planning for next year will be done in early May, with the initial budget developed by Great North for our review. We will ask Pamela to join us for our budget session. Epping Well has not yet submitted bills with correct allocations for the spring 2002 water turn on and fall 2002 water turn off, so both these large bills are still outstanding and do not appear on our statements.
Reserve Study. Tom has developed the model for the reserve study but does not yet have all the ‘real world’ figures. He will wait until weather is more spring-like to get additional data about costs.
Ad hoc group. The ad hoc group looking at the south side of the Ridge has submitted its report for our use. The first order of business is a clean up down by the road below the ‘middle’ units of the Ridge. The east end needs to wait until building is complete. The other area that needs to be addressed is the west “corner”. Gloria will meet with Blanchette when the ground is clear. We also need to review the Steve Cephalo plans.
The Architectural Review committee. Gloria met recently with two members of the ARC. The board discussed what issues are likely to come to the committee in the near term. We concluded that with the development so new there are likely only to be modest proposals for architectural changes, in the near term, but that any proposals will need timely response. The committee has in the recent past addressed signs and awnings.
Resident Concerns. Minor work that was to be done this winter has not yet been concluded, given our stormy winter. The work will be completed. In the meantime, Gloria will make sure the owner is aware of the status of our efforts.
Nominating committee. Charlotte Adams and Linda Edwards agreed to act as a nominating committee. With the mailing of the minutes, a special request will be made for nominations and self-nominations. Gloria’s term is expiring. [Charlotte has asked that we also look for a replacement for her.]
Reservoir project: When weather improves, it will be possible to proceed with sodding.
Formula for allocation of condo fees. Discussion continues at the MPCA board level regarding allocation of property management fees, in a manner that is fair to associations that use the property manager for their ‘local’ association and those associations that do not. Other issues related to ‘equitable’ assessments were identified.
Other: We need to review Goals in preparation for the annual meeting.
Changing date for annual meeting. The meeting date for the annual meeting, June 17, needs to be changed, to June 3rd. We need to check the requirements of our by-laws, updated in 2001, to be sure this new date is permissible.[It is.] And notice needs to be sent to all Ridge members.
