Meeting Minutes

 

A General Membership meeting of The Meadow Association was held on Monday, November 24th, 2003 at the Fitzpatrick’s home.  Present were Bill & Kay McTigue, Don and Jean MacKinnon, Dick & Kathy Mills, Lynn Raeburn, Dave Wentzel, Paul Ossenbruggen, and Jim & Colleen Fitzpatrick.  Guests included Peyton Carr, Anna-Lisa Gotschlich, Al Menard, and Earl Chasse of West Environmental Services.

 

The meeting was called to order at 6:15 p.m.

 

Earl Chasse, of West Environmental Services, gave a thorough presentation on the development and submission of the Waterfront Condos & Meadow joint proposal for our views maintenance.  The key provisions of the approved plan calls for:

Earl noted that several regulatory hurdles remain, but he is optimistic that our plan will proceed.  Actual cutting should wait until Spring when the trees leaf-out again so we can better judge what should be cut.  He strongly recommended that we coordinate our efforts, as neighbors, in ‘view window’ selection as it might be mutually beneficial.  A thorough Q&A followed his presentation covering such issues as fallen and leaning trees, access for forestry equipment, cost for a forester and crew (approx. $1500/day), and the process by which views would be defined for each homeowner.

 

President’s Report:

 

Jim Fitzpatrick reported that The Moody Point Company had appointed him to “act on behalf of The Meadows at Moody Point and is hereby authorized and directed to participate in any and all matters, voting or otherwise, as may be necessary or convenient to effectuate the purpose of this vote, for a period of two (2) years from the date of this vote or until such time as The Meadows at Moody Point is turned over to the homeowners.”  It was noted that this is a welcome gesture of support from The Moody Point Company and solidifies our seat on the Board of Directors.

 

At the last meeting we had estimated the cost for the development of the View Cutting Proposal at approximately $100 per homeowner.  The bill for The Meadows portion of the work done by West Environmental Services is $760.65.  The Waterfront Condo Association has already paid the full bill and should be reimbursed for our share as soon as possible.


 

Treasurer’s Report:

 

Dick Mills noted that it was time to conform to Section 3 of our Protective Covenants regarding minimum annual dues. 

A motion by Dick Mills, seconded by Dave Wentzel that “the Association assess $100.00 for each building space easement for the year 2003 in accordance with the Meadows Protective Covenants.”  There was no discussion and the question was called.  The motion passed unanimously.

 

A further motion that “The amount of $760.65 be paid to the Waterfront Condo Association as reimbursement for The Meadow portion of the joint view cutting study and proposal prepared by West Environmental Services as soon as funds become available.”  There was no discussion and the question was called.  The motion passed unanimously.

 

Other Business:

 

Discussion followed as to the manner in which the view cutting might be pursued: i.e. as individual homeowners contracting with Mr. Chasse, an Association-wide contract and assessment, or some other approach.  It was noted that there were definite efficiencies of scale in working as one unit.  However, it was noted that certain homeowners, by virtue of their location in the west meadow, would not benefit and should not be assessed for such work. It was agreed to pursue forming a ‘group of homeowners’ who would commit both in writing, and financially (with deposits) to contract with the Association for the view cutting work performed.  This plan is to be outlined by the President and submitted to the members for approval via email.

 

The meeting was adjourned at 8:30 pm.
